Studi Implementasi Teknologi Blockchain untuk Meningkatkan Partisipasi Pekerja Rentan di Kota dan Kabupaten Tegal

Penelitian ini mengkaji potensi teknologi blockchain untuk meningkatkan inklusi sosial pekerja rentan melalui sistem jaminan sosial ketenagakerjaan di Indonesia, dengan fokus pada implementasi di Kota dan Kabupaten Tegal. Tujuannya adalah mengevaluasi kemampuan blockchain dalam memperluas cakupan kepesertaan jaminan sosial, mengidentifikasi tantangan implementasi teknologi ini, dan menganalisis manfaatnya dalam menciptakan sistem jaminan sosial yang lebih aman, transparan, dan efisien. Metode yang digunakan mencakup analisis sistem, identifikasi masalah dalam sistem pembiayaan jaminan sosial saat ini, pengumpulan data sekunder, serta perancangan model blockchain berbasis distributed ledger dan smart contracts. Hasil penelitian menunjukkan bahwa blockchain dapat meningkatkan keamanan data, mengurangi biaya administrasi, dan meningkatkan keandalan verifikasi data pekerja rentan. Teknologi ini juga memperkuat akuntabilitas dan kepercayaan publik melalui pencatatan transaksi yang transparan dan tidak dapat dimanipulasi. Namun, adopsi di Tegal menghadapi tantangan berupa kebutuhan biaya investasi awal yang tinggi, kejelasan kerangka regulasi, dan peningkatan kesadaran pemangku kepentingan. Keberhasilan implementasi bergantung pada kolaborasi pemerintah daerah, sektor swasta, dan masyarakat sipil dalam membangun infrastruktur yang mendukung. Temuan ini diharapkan dapat memperkuat inklusi sosial dan keadilan dalam sistem jaminan sosial, sekaligus membuka peluang penerapan teknologi blockchain secara lebih luas di Indonesia.
