Jaminan Sosial Pekerja Informal: Studi Webnografi

Perlindungan sosial bagi pekerja informal telah menjadi subjek kajian ketenagakerjaan di berbagai negara. Studi ini bertujuan untuk memetakan isu dan permasalahan terkait jaminan sosial pekerja informal di Indonesia yang disuarakan oleh aktor-aktor non pemerintah. Melalui analisis terhadap 47 dokumen online yang diproduksi oleh 35 aktor dengan teknik ‘webnografi’, studi ini mengungkap struktur pemaknaan terhadap isu-isu yang mengemuka ketika Non Govermental Organization (NGO), serikat pekerja dan media alternatif mengekspresikan opininya tentang jaminan sosial pekerja informal di Indonesia. Empat klaster isu yang dominan mengemuka yaitu, ‘peran pemerintah’, ’perlindungan sosial’, ‘kesejahteraan masyarakat’, dan ‘pembangunan ekonomi’. Meletakkan perkembangan historis sistem jaminan sosial di Indonesia sebagai basis interpretasi permasalahan, studi ini menjelaskan pentingnya mengevaluasi kembali konsistensi antara regulasi pemerintah tentang perlindungan sosial untuk pekerja dengan komitmen terhadap formulasi rezim kesejahteraan dan pembangunan ekonomi Indonesia ke depan.
